Jetnor Kasmi, our Albanian alumnus from WEASA 2022 edition, initiated research comparing the political reforms Georgia and Albania have been carrying out on their way to European integration. 

For an experienced public officer with the Albanian government, including as a former Advisor on Regional Affairs in the Cabinet of the Prime Minister, Jetnor possesses a deep understanding of the political dynamics in Albania, especially concerning EU integration and security challenges. To study Georgia, it was ultimate to get first hand information from the professionals and institutions which were involved in the reforms one way or another. 

Through the WEASA P2P Initiative Jetnor traveled to Tbilisi and engaged with key figures who have played significant roles in advancing the country’s political reforms. Meetings were conducted at foundations and private offices, providing an environment for candid discussions and in-depth insights. These conversations underscored the value of learning directly from individuals who have been instrumental in shaping a nation’s political landscape. 

Jetnor was hosted by WEASA alumnus Giorgi Iashvili, who offered general guidance on Georgia’s socio-political context. Giorgi provided the unique opportunity to observe ongoing protests in the country, allowing him to witness public dissent and speak with participants, including former high-ranking public officials, ministers, and parliamentarians. These conversations enriched his understanding of the broader societal and political dynamics driving reform and resistance in Georgia.  

The key findings collected in Georgia will be summarised in a research paper “Parallel Struggles: Comparative Anti-Corruption and Decriminalisation Efforts in Albania and Georgia on the Road to EU Accession, focusing on shared challenges and progress of Albania and Georgia toward EU accession.  

This study visit has been invaluable in contextualising Georgia’s reform trajectory and identifying parallels and contrasts with Albania. The insights gained from these engagements have deepened the comparative analysis in this paper and contributed to actionable recommendations for both nations as they advance their EU accession efforts.  

We believe that this research will contribute to the discourse on governance in the Western Balkans and Eastern Europe and offer actionable recommendations for both countries to strengthen their reform efforts and align more closely with EU standards.
